Terms of Service
Effective October 9, 2026
These Terms govern use of the On The Record Publisher app (the "App") and this website, operated by On The Record ("we," "us"). By using the App or this website, you agree to these Terms.
1. The App
The App is an internal tool that uploads short video clips to the TikTok account @ontherecord.clips through TikTok's official Login Kit and Content Posting API. It is used only by the operator of that account and is not offered as a service to the public.
2. Authorized use
Only the owner of the connected TikTok account may authorize the App. The App acts only on that account and only at the owner's direction. Use of the App must comply with TikTok's Terms of Service, Community Guidelines, and Developer Terms.
3. Content
Clips published through the App are drawn from recordings produced by the U.S. federal government, such as official congressional committee broadcasts and floor proceedings. Each clip credits its source. We aim to present clips accurately and neutrally, without altering what was said.
4. No affiliation
On The Record is independent and is not affiliated with, endorsed by, or acting on behalf of the U.S. Congress, any member of Congress, any political party, any government agency, or TikTok. TikTok is a trademark of its owner.
5. Corrections and removal requests
If you believe a clip is inaccurate, misattributed, or should be removed, email CONTACT_EMAIL with the clip link. We review every request.
6. Disclaimer
The App and website are provided "as is" without warranties of any kind. Clips are short excerpts and may not reflect the full context of a proceeding; the full original recording is linked or credited with each clip.
7. Limitation of liability
To the extent permitted by law, we are not liable for any indirect, incidental, or consequential damages arising from use of the App, this website, or published clips.
8. Governing law
These Terms are governed by the laws of the State of Wisconsin, United States.
9. Changes
We may update these Terms. Changes take effect when posted with a new effective date.
